Established in 2004 by then-Governor Donald Duke, the Carnival was envisioned to boost tourism and position Cross River State as a hub for culture and entertainment. The festival typically runs throughout December, with the grand parade marking the finale on December 28, leaving lasting impressions on attendees.

Professor Owan Enoh, Secretary to the State Government emphasized the goal of evolving the Carnival to financial self-reliance. The Memorandum of Understanding (MoU) signed with the ECC is seen as a strategic move to ensure the festival’s sustainability and global recognition.
He described the Calabar Carnival as the state’s most significant cultural export, emphasizing that such partnerships are crucial for generating immense value for Cross River and beyond. More than just a celebration for Calabar, it serves as a platform to showcase Nigeria and Africa to the world, promoting culture, fostering skill development, and achieving global recognition.
This vision aligns with the State Commissioner for Tourism, Arts, and Culture, Mr. Robert Abubakar Ewa, who lauded the initiative as a bold step toward reimagining the festival’s future. He noted that the 2024 edition is poised to redefine the Carnival’s legacy, reinforcing its status as a beacon of African excellence.

In addition, The Executive Governor of Cross River State, appointed Chief Dr. Mujidat Folasade Tinubu-Ojo, the Iyaloja-General of Nigeria, as the 2024 Calabar Carnival Ambassador. Officially unveiled in Lagos, her appointment aligns with this year’s Carnival theme, emphasizing collaboration and cultural pride, marking a significant step in promoting the festival’s vision.
